What is the ASEAN Safe & Warm Stamp?
The ASEAN Safe & Warm Stamp is a regional quality label used by tourism businesses and organizations to show that their daily hygiene and safety practices follow recognized global standards, including the ASEAN Guidelines on Hygiene and Safety for Professionals and Communities in the Tourism Industry and the ASEAN Tourism Standards.
The ASEAN Safe & Warm Stamp tells guests, staff, and communities that your operations are clean, safe, and caring, and an official assessor has checked your main hygiene and safety practices.
The ASEAN Safe & Warm Stamp was developed alongside the ASEAN Guidelines on Hygiene and Safety, endorsed by ASEAN Tourism Ministers in January 2022 at the 40th ASEAN Tourism Forum in Sihanoukville, Cambodia.
These Guidelines were created as a common response to the COVID-19 pandemic and provide key recommendations for hygiene and safety across eight tourism sectors: accommodation, restaurants, facilities inside hotels and resorts, spa and wellness, community-based and ecotourism, travel and tours, theme parks, and convention centers.

The ASEAN Safe & Warm Stamp is officially granted through a Safe & Warm certificate issued to your business or organization for two years, confirming that you meet a recognized Checklist of 20 Core Safety and Hygiene Practices based on the ASEAN Guidelines, their sector checklists, and other important global tourism references.

Who Can Apply for the Safe & Warm Stamp?
The Safe & Warm Stamp is designed for businesses and organizations of all sizes operating in one or more of the eight tourism sectors covered by the ASEAN Guidelines, with particular attention to micro and small enterprises, community-based and women-led businesses.
1. Join the Safe & Warm Network:
- Be based in one of the 11 ASEAN Member States
- Agree to the ASEAN Safe & Warm Charter (a promise to care for hygiene, safety, fair treatment and the environment)
20 Core Hygiene and Safety Practices
Your key compass is the Checklist of 20 Core Hygiene and Safety Practices, aligned with ASEAN Guidelines, ASEAN tourism standards, and key global standards on food safety, tourism, labour, health, water and sanitation.
Each of the 20 practices is scored using a simple traffic‑light system, where:
- Green means you do it every day,
- Orange means you do it sometimes and can improve, and
- Red means you do not yet do it.
Note: Practices marked as ⚠️ (MUST-HAVE) must all be fully implemented (Green) before your tourism business can receive the Safe & Warm Stamp, as they protect basic health, safety and dignity.

9 Steps to Earn Your Safe & Warm Stamp

Build Your Safe & Warm Team
- Appoint a Safe & Warm Leader (owner, manager, or qualified staff)
- Form a team of 2-5 Safe & Warm Champions, including at least one woman and one man
- Give them time and support to coordinate actions efficiently
Join the Safe & Warm Network
- Fill in a short online registration form (English/local language) here.
- Agree to the ASEAN Safe & Warm Charter included in the form with your team
- Receive your Safe & Warm ID and key information
Learn with Training and Coaching (Recommended)
- Join short training sessions (online or in-person), free or low-cost
- Access materials and toolkits in easy formats
- Request one-to-one coaching if needed

Pilot Implementation in Cambodia and Lao PDR
From November 2025 to March 2026, the Canadian Trade and Investment Facility (CTIF) has funded the Pilot Implementtaion of the ASEAN Hygiene & Safety Guidelines for Professionals and Communities in the Tourism Industry and the Safe & Warm Stamp, in Cambodia and Lao PDR.
The project is led by the Ministry of Tourism of Cambodia, together with the Ministry of Culture and Tourism of Lao PDR and the ASEAN Secretariat, with the technical assistance of Emerging360 in partnership with Millennium Destinations.
